Domestic revenue dropped sharply

Reporting at the briefing, Director General of the General Department of Taxation Cao Anh Tuan said that the domestic revenue made by the tax sector in 9 months reached VND 907,312 billion, reaching 81.2%, equaling 107.5% over the same period last year. .

However, analyzing revenue in September and Quarter 3 of 2021, Mr. Tuan said that “the situation is worrying” when revenue in recent months has continuously decreased. Domestic revenue in September reached 60.5 trillion dong (of which  about 3 trillion dong was generated), a decrease of more than 9 trillion dong compared to August 2021; If excluding the generated revenue, this reduction amounted to about 12 trillion VND.

If calculated on a quarterly basis, Q1 revenue reached 369,688 billion; In the 2nd quarter, it decreased to 289,717 billion VND and in the 3rd quarter, the revenue decreased to approximately 246 trillion VND, equaling 64% of the first quarter of 2021 and 71.9% of the second quarter of 2021. In which, many provinces have low revenue in recent months, much lower than the average of 7 months; Many key revenue provinces have decreased revenue. Particularly in Ho Chi Minh City, the state budget revenue in September decreased by VND 6,000 billion.

For the implementation of Decree No. 52/2021/ND-CP of the Government on the implementation of the extension of tax and land rent for the year 202, the tax sector continues to promote tax extension for enterprises, up to at the end of September, the tax authority received 138,984 applications for extension, of which 119,518 were from enterprises and 19,476 business households with an amount of over 78.1 trillion dong; the tax due in this amount is 36.2 trillion dong.

Due to the complicated epidemic situation and the implementation of social distancing in 23 provinces and cities, the inspection, examination and tax debt collection face many difficulties. By the end of September, the whole industry has inspected and inspected 46,752 times, reaching more than 51.1% of the plan, and it is proposed to collect about 34 trillion dong into the state budget.

In addition, over the past time, the Tax sector has also stepped up the inspection of tax refund, checking against violations in tax refund, and established a Steering Committee to direct  63 provinces to review and analyze goods. At risk, in 9 months, more than 3 thousand inspections and audits have been carried out in tax refund, recovery and fines of 690 billion dong of tax refund. The 9-month tax debt collection has reached 22 trillion VND, equal to 73% of the plan.

Regarding the implementation of tasks in October and the fourth quarter of 2021, Cao Anh Tuan said that the task of collecting state budget is still a key task. The estimated state budget revenue of the tax sector in 2021 is VND 1,167,400 billion, thus, the fourth quarter of 2021 must collect at least VND 260,400 billion, an average of VND 86,800 billion/month. This is a very challenging number that requires tax authorities to find many solutions to clearly assess budget revenues, drastically and synchronously implement solutions to collect state budget, besides continuing to support people and businesses to extend, as well as encourage businesses to pay tax with the full amount of tax extension when it is due, especially difficult businesses.

Regarding import and export revenue, Director General of the General Department of Customs Nguyen Van Can said that the revenue by the end of September reached 88.3% of the estimate. As of October 7, the budget revenue managed by the Customs sector reached 293,500 billion, reaching 93% of the estimate.

Regarding the collection plan and collection solutions in October and Quarter 4, Director General Nguyen Van Can said that through monitoring, the revenue in September was 11 trillion dong lower than in July, and 3 billion dong lower in September than in August. ,9 trillion VND.

Therefore, in the last months of the year, the customs authority continued to implement measures to combat trade fraud and loss of revenue; implement solutions to facilitate trade, strive to achieve and exceed the assigned state budget estimates.

Bridge points at the meeting

Notably, the customs authority over the past time has focused on anti-smuggling and trade fraud, focusing on banned goods and drug trafficking in roads, airports, express delivery, and sea routes. , anti-smuggling through e-commerce… The Customs sector has recently promoted the initiative and coordinated well with domestic units (police)  with customs of other countries (UK customs, US customs) ), upgrading bilateral relations between Vietnam Customs and a number of countries in order to promote information exchange, support, capacity building and investigation against smuggling and trade fraud.

Timely advise on appropriate fiscal policies

Speaking at the meeting, Minister Ho Duc Phuc assessed that in the first 9 months of the year, the whole industry had made great efforts, and basically completed the set tasks. Especially for fiscal policies, which have brought into play positive effects, helping businesses and people overcome difficulties during the epidemic.

The Minister suggested that the units should actively review their work, through the process of directing and operating in a timely manner, forecast and advise the Ministry’s leaders to detect gaps in management to take appropriate management measures. more suitable. “Highlight the spirit of initiative and creativity to detect vulnerabilities in a timely manner”, suggested the Minister.

Regarding the implementation of tasks in the coming time, Minister Ho Duc Phuc suggested that the units pay attention to perfecting financial policies and laws. Based on practical requirements to actively advise appropriate policies.

For fiscal policies in the coming time, the Minister asked the units to practice managing budget revenue, avoiding revenue loss; budget expenditures must be thoroughly thrifty and efficient; strengthen recommendations for solutions to promote disbursement of public investment capital; timely ensure the anti-epidemic funding; timely implementation of policy packages to stimulate demand and economic growth.
